Please note that the revised RPL guidelines as mentioned in Addendum 2.0 to the ‘RPL Scheme Guidelines with Addendum 2.0’ are effective for all enrollments done on and after 15th March 2016 (the date of issuance of the Order by MSDE).

The Assessment Criteria for both PMKVY and Non PMKVY Schemes will be same as is being followed in PMKVY Scheme with effect from 01 April 2016.
It is further intimated that all assessments will also be carried out as per the revised QP/NOS with effect from the date.

Skill shortage is a squeaking wheel that won’t get greased as long as we continue to link vocational training with school dropouts. No doubt a gifted scholar has other avenues, but someone coming out of a vocational institute should be no pushover either. Unfortunately, our thoughts on this subject suffer from a foundational flaw. We have assumed all along that skill development is only for the academically challenged; better still, they should also be dirt poor, with nowhere to go.

NEW DELHI: Clearly there is no walking the talk for the newly created skill development and entrepreneurship ministry. While development of skills may be a buzzword for the Narendra Modi-led NDA government’s policies, very few moves have taken place on the ground to get the new ministr going.

NSDC said it has signed an agreement with the MoHUPA for providing quality skill training, certification and placement to the urban poor for a sustainable livelihood.
“Through this agreement, NSDC will facilitate training of approximately 1 lakh urban poor in one year by engaging with its training partners and leveraging the existing training infrastructure as per terms and conditions of National Urban Livelihood Mission ( NULM),” it said.
The two parties will jointly monitor the progress of the training and placement of the urban poor.

The officers in the labour and MSME ministries whom ET Magazine interacted with say handing over all skill development work to one single ministry is unlikely to materialize in the near future. But Sonowal is confident that all skill development work currently being undertaken by various ministries will converge into his ministry in a phased manner.
