Chief Executive Officer

Position Overview: The CEO of the Construction Skill Development Council of India (CSDCI) will provide vision, and direction to achieve the organization’s mission of enhancing the skill ecosystem in the construction sector. The CEO will be responsible for providing strategic leadership, fostering innovation, and driving the Skill Council’s efforts to enhance skill development and vocational training within our industry sector. The incumbent will be responsible for providing advocacy and representation for our members within the industry & government The CEO will oversee all aspects of CSDCI’s operations, ensure financial sustainability, foster industry relationships, and drive the organization towards its goals. The CEO will work closely with the Board of Directors and key stakeholders to drive the organization’s vision, mission, and goals.

Key Functions and Responsibilities will include, but not limited to:

  • Strategic Leadership:
  • Provide strategic leadership for the development of CSDCI in line with the SSC Transit 2.0 and SSC Term sheet.
  • Develop and implement an operational strategy to enhance CSDCI’s role in India’s skill ecosystem.
  • Work with the executive board to determine values, mission, and plan for short- and long-term goals.
  • Operational Management:
  • Ensure the development and growth of CSDCI through effective operational strategies.
  • Oversee daily operations, ensuring compliance with all statutory and regulatory requirements.
  • Design and implement policies at the SSC level, ensuring thorough adherence to processes in the functioning of the CSDCI.
  • Keep the organization well-resourced in terms of finance, knowledge, partnerships and implementation capabilities.
  • Financial Sustainability:
  • Ensure the financial sustainability of the organization through prudent resource management.
  • Develop and manage budgets, secure funding, and manage financial risks.
  • Program Implementation:
  • Achieve the targets set for the Annual Business Plan.
  • Ensure the implementation of various National, State, and Industry-funded skill training programs.
  • Ensure legal/statutory compliances and governance-related matters.
  • Develop and implement market-based skill programs and job roles offered by the council in response to external stakeholder demands and develop more programs based on market demand.
  • Standards and Certification:
  • Oversee the development of standards (QPs/NOSs), curriculum, content, assessments, and certification processes.
  • Ensure affiliation and accreditation of Training Providers and Assessment Bodies.
  • Skill Gap Analysis and Capacity Building:
  • Facilitate skill gap analysis to map demand and supply for job roles.
  • Facilitate train-the-trainer/assessor programs to build capacity.
  • Business Development:
  • Develop new business opportunities through government, state, and national directives, and through industry/corporates.
  • Identify and forge beneficial relationships with stakeholders to achieve SSC objectives.
  • Team Management:
  • Manage and guide the team to succeed in identified activities and programs.
  • Stakeholder Engagement:
  • Maintain a dotted line relationship with MD & CEO, NSDC, and other relevant NSDC representatives.
  • Liaison regularly with MSDE, NSDC, NCVET, MoRD, MoHUPA, MoRTH, and other line ministries, state skill missions, and state government officials for skill development work.
  • Report to the Chairman and Governing Council and support the industry in all construction-related skill policy matters.
  • Qualification and Experience: The ideal candidate will have a passion for our cause, strong leadership skills, and a proven track record of success in non-profit management. A proven track record of successful advocacy, and the ability to drive collaborative efforts to advance the interests of our members. The candidate will have a strong background in skill development, workforce training, and industry engagement, along with proven leadership skills and a commitment to driving positive change.
  • Bachelor’s degree or master degree in a civil/Mechanical Engineering with preferably an MBA degree from a premium institute.
  • Minimum 20 years of progressive experience in construction sector with at least 5 years in a leadership role in skill development space (includes development of QPs/capacity building/team & relationship management).
  • Proven track record of managing large projects involving civil Engineering/ a business enterprise.
  • Experience in strategic planning and execution.
  • Experience in dealing with diversified range of stakeholders both industry and government.
  • Self-driven, passionate professional.
  • Ability to manage/prioritize work from several sources.
  • Excellent organizational skills.
  • Ability to develop and nurture productive relationships with a wide range of stakeholders.

TOT/TOA Manager

Overview

CSDCI is seeking an experienced Manager TOT/TOA to oversee training of trainers and Assessors for Skilled construction workforce under various skilling initiatives. The ideal candidate will have passion for skilling and should manage projects as per set process guidelines and procedures. This person should be reporting to Chief Operating Officer CSDCI and placed at Gurgaon office.

Objectives of this role

Training of trainer and Assessor across India as per project guidelines and procedures and as per standards defined by CSDCI.

Responsibilities

  • Ensuring creation of pool of trainers/master trainers/assessors and master assessors by assessing their suitability and readiness to fulfil their roles as per requirement of various schemes.
  • Ensuring creation of New TOT/TOA centres across India to fulfil TOT/TOA requirements.
  • Make Process documents, Agreements & various other approvals.
  • Planning and coordination for effective completion of TOT/TOA on time.
  • Maintain constant communication with NCVET,NSDC and other relevant govt. departments, Training providers and Assessment agencies.
  • Oversee TOT/TOA payable and receivable from various govt and private departments.
  • Partner with cross-functional teams at CSDCI for effective operational management.
  • MIS reporting.

Educational qualification and Work Experience

  • Bachelor’s degree in civil/Mechanical Engineering.
  • Five or more years of proven success in management role either in construction field/skilling ecosystem/Teaching field.

Preferred skills and qualifications

  • Working knowledge of skill management software programs.
  • Good IT skills, communication, planning and coordination skills.
  • Knowledge of construction work men skill training.

Executive/Sr. Executive - Standard and Research

Overview

The Executive / Sr. executive – Standards & Research has responsibility for execution and implementation of content development work as per the guidelines given. Work in close coordination with Deputy Manager.

Responsibilities

  • Assist in preparation of Occupational Standards to suit the needs of the construction Industry.
  • Review the technical aspects of the standards, model curriculums, participant handbooks, trainers guide, e-learning content, Micro Credentials, Standalone NOSs and other relevant materials.
  • Complete writing and editing assignments within the allotted time frames, adhering to project-specific requirements and guidelines.
  • Proofread and edit the files before uploading on various portals.
  • Ensure that content in all the files is synchronized, consistent and correct.
  • Prepare reports, documentation and presentations summarizing research findings, compliance status and recommendations for improvement.
  • Collaborate with cross-functional teams to address technical challenges, troubleshoot issues, and optimize processes for efficiency and effectiveness.
  • Conduct site visits for understanding functions of various job roles, tolerances and specifications relevant to job completion for various trades/occupations in construction sector.
  • Engage with external stakeholders such as regulatory bodies, industry associations, and standards organizations to stay informed about changes in standards, regulations, and industry trends.
  • Coordinate project activities, allocate resources effectively, and ensure timely delivery of project milestones and objectives.
  • Ensure all conversations, decisions, commitments and scope changes are documented and shared with all appropriate teams.

Educational qualification and Work Experience

  • B.E./B.Tech in Civil Engineering from a recognized University.
  • 1 to 3 years of experience in construction organization/sector.
  • Experience in skilling / education sector will be an added advantage.

Preferred skills and qualifications

  • Excellent knowledge on operations on Skill India Digital Hub, NQR portal.
  • Excellent knowledge of MS Office & Familiarity with web publications.
  • Having exposure and hands-on experience in instructional designing.
  • Proven work experience as a Content Writer, Copywriter or similar role.
  • Ability to meet deadlines and work in an agile work environment.
  • Speaking and writing proficiency in English.
  • Excellent in coordination and vendor management.
  • Should be responsible and good in communication.

Senior Engineer - Quality

Overview

CSDCI is seeking an experienced Senior Engineer Quality Assurance to oversee Quality Assurance, Technical Audits, Compliance Management, and Monitoring of various skill development schemes. The ideal candidate will have a passion for skilling and should monitor projects according to set process guidelines and procedures. This person will be reporting to the Manager, Quality at CSDCI.

Objective

Quality Assurance of Assessments of various Skill Development Schemes across India as per project guidelines and procedures and as per standards defined by CSDCI.

Responsibilities

  • Ensure the quality assurance of assessments through desktop and in-person monitoring, including conducting technical audits.
  • Vet question papers submitted by Assessment Agencies for various job roles to ensure alignment with assessment criteria.
  • Develop process documents, agreements, and obtain various approvals as necessary.
  • Plan and coordinate with Assessment Agencies to ensure timely submission of evidence/results of assessments.
  • Maintain regular communication with Training Providers and Assessment Agencies.
  • Collaborate with cross-functional teams at CSDCI to ensure effective operational management.
  • Prepare and submit MIS reports, providing support to the reporting manager when necessary.
  • Analyze data to derive insights and inform decision-making processes.

Educational qualification and Work Experience

  • Bachelor’s degree in Civil Engineering.
  • Two or more years of total work experience (At least One Year of Construction Site Execution Experience).

Preferred skills and qualifications

  • Working knowledge of skill management software programs and MS Office.
  • Good IT skills, communication, planning and coordination skills.
  • Knowledge of construction work men skill training.
  • Ability to meet deadlines.
